South Africa may have escaped load-shedding for months, but a new crisis is emerging, and Eskom can’t solve it alone.

Electricity Minister Kgosientsho Ramokgopa says load reduction, which affects 1.5 million customers, is now one of the biggest threats to energy stability. Unlike load-shedding, it stems from failing municipal infrastructure rather than supply-demand gaps.

“There is a direct relationship between failing municipalities and load reduction,” Ramokgopa told the SABC. “Municipalities are unable to collect revenue, deploy it into infrastructure, or even pay Eskom, which they now owe more than R100 billion.”

South Africans owe municipalities more than R400 billion for services. As a result, local governments cannot maintain substations or transformers, many of which are repeatedly failing under rising demand and illegal connections.

Ramokgopa warned: “When we say there is no load-shedding, 1.5 million people cannot relate to that. In the mornings and evenings, they are subjected to load reduction.”

Eskom plans to intervene directly in struggling municipalities by providing technical support to refurbish infrastructure. But success depends on municipal cooperation and a resolution to the debt crisis, which requires the National Treasury’s involvement.

Critics argue that reforms have focused on generation while neglecting distribution, which municipalities manage for about 40% of households and small businesses. The growth of informal settlements has added unplanned demand, worsening outages.

Ramokgopa acknowledged progress at Eskom’s power stations but said new “fronts” are opening. “These men and women have done exceptional work in turning Eskom around. But it is not all rosy, and it is not all an Eskom problem,” he said.

The minister expects load reduction could be resolved within 18 months — but only if municipalities, Treasury, and communities cooperate. Without this, the crisis may prove harder to solve than load-shedding itself.

Eskom has warned that there is a “very real risk” of stage-6 load shedding during the evening peak on Tuesday as an illegal strike at Eskom intensifies and turns violent.

If the utility implements stage-6 load shedding on Tuesday, it will be only the second time that South Africa has seen this severity of power cuts. The last time stage-6 cuts were implemented was on 9 December 2019.

CEO André de Ruyter said the utility has lost 3.7GW of capacity due to the unavailability of coal and labour shortages directly related to the unlawful industrial action.

Eskom lost 10 generating units overnight, only one of which had been returned to service by 9.30am. The utility hopes to bring 3.4GW to service before 5pm, but if it is not able to do so, then stage-6 load shedding appears inevitable.

Industrial action intensified overnight, with protesters disrupting many of Eskom’s coal-fired power stations. Some of this has become violent, with extreme levels of intimidation and at least one vehicle torched and petrol bombs thrown, De Ruyter said.

A number of coal plants are being run by managerial staff in the absence of unionised employees. At Arnot, for instance, there are no bargaining unit employees available, with the plant run entirely by management staff. There is a similar situation at Duvha and Camdem, where the access road has been blocked by strikers dumping coal. At Hendrina, only 20% of workers are on shift and a vehicle has been torched amid severe intimidation.

“We have seen intimidation and acts of violence. This is to be deplored and regretted,” De Ruyter said. “Unions are disavowing the acts of violence. We urge union leadership to be vocal in ensuring essential services — the supply of electricity — are not disrupted by unlawful strike action. Eskom has obtained an interdict preventing exactly this type of action.”

The Eskom CEO said the utility is currently burning through two million litres of diesel a day at its open-cycle gas turbines to reduce the impact of load shedding. “For June to date, we have already consumed 85 million litres of diesel.”  — © 2022 NewsCentral Media
